Market Overview

Luxembourg is one of only a handful of AAA-rated sovereigns globally (affirmed stable by S&P, Moody's and Fitch in 2025), with among the world's highest GDP per capita (~USD 131,000) and a financial sector that is Europe's largest investment-fund domicile. Population grew ~1.5% in 2025, migration-driven, against a structurally supply-short housing market. After a sharp 2022-2024 correction, prices turned positive in late 2024 / early 2025 before a choppy 2025. The investment case is capital preservation backed by safe-haven fundamentals and chronic undersupply, tempered by very high prices and low yields.

Restrictions

Open Freehold Market for Foreigners

Open

Luxembourg is one of Europe's most open property markets: there are no nationality-based restrictions, quotas or special permits for foreign or non-EU buyers, who purchase with the same rights and taxes as locals. Ownership is typically freehold.

  • No quotas, permits or approval process for foreign / non-EU buyers
  • Non-residents may buy any property type with the same rights and taxes as locals
  • No residence permit or visa is required to purchase
  • Purchases are typically freehold (full outright ownership)
  • Banks generally require a local account for mortgage servicing

Notary-Led Process & AML

Open

A notary (a public officer, not the buyer's agent) is mandatory to execute the deed. KYC / AML and source-of-funds documentation apply, especially for non-EU and HNW buyers.

  • Notary engagement is mandatory
  • KYC / source-of-funds checks apply
  • Budget ~7-8% of price for transaction costs
  • Engage your own legal / tax adviser for HNW structuring (the notary is neutral)
